Jeffrey Letwin is the Solicitor for the Allegheny County Airport Authority, which manages Pittsburgh International Airport and Allegheny County Airport. He began representing airports in 1999 when he was selected by the Allegheny County Commissioners to represent the newly created airport authority. With substantial merger and acquisition experience, Jeffrey represented ACAA in its initial organization and the acquisition of the airports and related assets from Allegheny County. Upon completion of this transaction, Jeffrey was appointed by the new ACAA Board of Directors to be its Solicitor, a position he has held for approximately 25 years. In his capacity as Solicitor, Mr. Letwin has been significantly involved in ACAA transactions. Most notably, he has handled: 

• Negotiation of over 3 million square feet of multi-use developments including associated financing, FAA approvals, land releases and land use matters
• Acting as Issuer’s Counsel in connection with all of the debt issuances of ACAA
• Negotiation of an oil and gas lease with Consol Energy which generated a significant up-front payment and revenue stream
• Negotiation of transportation network companies’ permits to operate at PIT, making it one of the earliest adopters of TNCs in U.S. airports
• Representing ACAA in the negotiations of a new Airline Use Agreement with the airlines operating at PIT
• Representing ACAA in negotiations with USAirways during its bankruptcy
• Obtaining real estate tax immunity for the Allegheny County Airport and its aviation tenants

He is also the past Chairman of the Airports Council International Legal Steering Group and has been a member of the Steering Committee for the past 20 years. He regularly speaks at ACI forums, most often on strategies for maximizing non-aeronautic revenue. Jeffrey is a key member of multiple Pittsburgh organizations and boards, including Pittsburgh Regional Transit and the Jewish Federation of Greater Pittsburgh. He has won multiple awards has consistently been listed in The Best Lawyers in America publication. He is Counsel at Saul Ewing law firm.
