Introduction and Scope
The Allegheny County Airport Authority (the “Authority,” “we,” “us,” or “our”) is a municipal authority organized under the laws of the Commonwealth of Pennsylvania. The Authority owns and operates Pittsburgh International Airport and Allegheny County Airport. This Privacy Policy describes how we collect, use, disclose, and protect information collected through our website at flypittsburgh.com (the “Website”).
Scope. This Privacy Policy applies only to information collected through the Website. It does not apply to information collected through any other channel, including our mobile applications, airport Wi-Fi networks, in-terminal kiosks or systems, telephone interactions, or any physical security, video surveillance, license plate recognition, or biometric technologies operated at our facilities. Those activities, where applicable, are governed by separate notices.
Third-party and federal activities. Some services accessible from the Website are completed on third-party platforms operated by our vendors — for example, parking payment and reservation steps completed on Rezcomm’s platform. In addition, federal agencies such as the Transportation Security Administration (TSA) and U.S. Customs and Border Protection (CBP) collect information from travelers under their own authority. This Privacy Policy does not apply to information you provide directly to those third-party platforms or federal agencies, whose practices are governed by their own policies. Note that the Authority’s own analytics and advertising tags described below may operate on the Rezcomm reservation pages.
By using the Website, you acknowledge that you have read and understand this Privacy Policy. If you do not agree with our practices, please do not use the Website.
Information We Collect and How We Collect It
We collect several types of information from and about users of the Website:
- Information that identifies you (“personal information”), such as your name, email address, telephone number, mailing address, IP address, vehicle license plate number, or any other identifier that can be used to identify or contact you;
- Information that does not, by itself, identify you, such as certain usage and device information; and
- Information about your internet connection and device, and about how you access and use the Website.
We collect this information directly from you, automatically as you use the Website, and from third-party service providers that support the Website.
Information You Provide to Us
The Website currently offers several online forms — for example, contact and feedback forms, newsletter or email sign-ups, employment applications, and business, vendor, and media inquiries. When you submit a form, we collect the information you provide in it, along with records of your correspondence with us and your responses to any surveys we conduct.
How form submissions are stored and routed. Information submitted through Website forms is stored in the Website’s content-management system (WordPress) database. For most forms, selected fields are emailed to the Authority personnel responsible for responding. For certain forms, selected fields are also transmitted to our customer-relationship-management system (Salesforce Service Cloud), which acts as our service provider.
Parking Reservations
The Website offers online parking reservations. If you begin a reservation on flypittsburgh.com, you enter your intended entry and exit dates and times on our Website, and that information is then forwarded to our parking-reservation provider, Rezcomm, to complete the reservation. The remainder of the transaction, including payment, takes place on Rezcomm’s own platform and is governed by Rezcomm’s privacy policy. The Authority does not process or store full payment card information.
Parking Receipt Requests
If you request a copy of a past parking receipt, you currently submit a form hosted on flypittsburgh.com that collects your name, email address, vehicle license plate number, exit date, the last four digits of the payment card used for the original transaction, and how you paid. We use this information to locate and provide your receipt. It is stored in the Website’s database and shared with our parking service providers (LAZ Parking and Scheidt & Bachmann) for the purpose of generating your receipt. We do not collect or store full payment card numbers.
Information We Collect Automatically
When you access and use the Website, we may automatically collect certain information, including your IP address, device identifier, operating system, browser type, network information, the length of your visit, the pages you view, click-stream data, and referring URLs. We use this information to operate, secure, and improve the Website — including to protect against fraudulent, abusive, or unlawful use — and to understand how the Website is used. Approximate location may be derived from your IP address.
Cookies, Analytics, and Advertising Technologies
We and our service providers use cookies (small data files placed on your device), web beacons, pixels, and similar technologies to operate the Website, understand how it is used, support our communications and advertising, and remember your preferences. The categories below describe how we use them.
Analytics
We use Google Analytics and Google Tag Manager to understand how visitors use the Website and to help us improve it. Google Analytics sets cookies that collect information such as your IP address and usage activity. For information about how Google collects and processes this data, see google.com/policies/privacy/partners/. You can opt out of Google Analytics using Google’s browser add-on at tools.google.com/dlpage/gaoptout.
Advertising and Social Media Pixels
The Website uses the Meta (Facebook) pixel and related advertising technologies (including Google advertising cookies). These technologies allow us to measure the effectiveness of our advertising and to build custom audiences and to, for example, show advertisements on Meta platforms to people who have visited the Website or particular pages of it. Through these technologies, information about your visit (such as the pages you view and identifiers associated with your device or Meta account) may be shared with Meta and other advertising partners. Depending on applicable law, this type of sharing for advertising purposes may be considered a “sale” or “sharing” of personal information.
Your Advertising Choices
You can limit this type of advertising in several ways:
- Adjust your off-Facebook activity and ad settings in your Meta account at facebook.com/off_facebook_activity and facebook.com/adpreferences;
- Manage advertising cookies through the Digital Advertising Alliance at optout.aboutads.info and the Network Advertising Initiative at optout.networkadvertising.org; and
- Use your browser controls to block or delete cookies (see below).
Functional Service Providers
The Website also uses third-party services that support its features, including a chatbot (Cognistx / SQUARY) that processes the messages you enter, an auto-translation service (LetzChat), an embedded map (Google Cloud), and embedded video (YouTube). These providers may set their own cookies or receive information necessary to provide their features, subject to their own privacy policies. If you use the chatbot, please do not enter sensitive personal information in your messages.
Your Cookie Choices
We have deployed a cookie-consent banner on the Website that sorts cookies into two categories. Essential cookies — such as the session cookie (PHPSESSID), accessibility settings, the consent tool’s own cookie, and Google reCAPTCHA — are always active because the Website needs them to function. Statistics and advertising cookies — including the Google Analytics tags, the Meta pixel, and cookies that identify user sessions or set unique identifiers — are not activated unless you accept them through the banner.
You can also refuse or delete cookies through your browser settings, though disabling some cookies may limit certain Website features.
How We Use Your Information
We use the information we collect to:
- Provide, operate, secure, and maintain the Website and respond to your inquiries and requests;
- Send communications you have requested, such as newsletters or updates;
- Understand and analyze how the Website is used, and estimate audience size and usage patterns;
- Support our advertising and outreach, including measuring advertising and building audiences as described above;
- Maintain your preferences and improve your experience;
- Protect against fraudulent, abusive, or unlawful activity; and
- Comply with applicable law and fulfill any other purpose for which you provide the information or to which you consent.
How We Disclose Your Information
We may disclose aggregated or de-identified information, which does not identify any individual, without restriction. We may disclose personal information as follows:
- To service providers and contractors who support the Website and related services (such as our analytics, CRM, hosting, chatbot, translation, and parking providers, including Rezcomm, LAZ Parking, and Scheidt & Bachmann) and who are expected to use the information only to provide services to us;
- To advertising partners such as Meta, through the pixels and custom-audience features described above;
- To fulfill the purpose for which you provided the information, or with your consent;
- To comply with a court order, subpoena, law, or legal process, including a lawful government or regulatory request;
- As required or permitted by the Pennsylvania Right-to-Know Law and other applicable public-records laws (see “Public Records” below);
- To enforce our Terms of Use or this Privacy Policy; and
- To protect the rights, property, or safety of the Authority, our users, or others.
A note on advertising and “sale”/“sharing.” Except for the advertising-related sharing described in the Cookies, Analytics, and Advertising Technologies sections above, we do not sell personal information collected through the Website or disclose it to third parties for their own independent marketing. You can limit advertising-related sharing using the choices described in “Your Advertising Choices.”
Public Records (Pennsylvania Right-to-Know Law)
The Authority is a public entity subject to the Pennsylvania Right-to-Know Law, 65 P.S. § 67.101 et seq. Information you submit to us, including through the Website, may constitute a public record subject to disclosure upon request unless an exemption applies. Although the law contains exemptions that may protect certain personal and security-related information, we cannot guarantee that information you submit will be exempt. Please consider this when deciding what information to provide.
How Long We Retain Your Information
We retain personal information for as long as necessary to fulfill the purposes described in this Privacy Policy, unless a longer period is required or permitted by law, including public-records retention obligations that apply to government entities. Google Analytics data, which includes IP address, is retained for 14 months. Information submitted through Website forms, which may include IP address, is retained in the Website database.
Your Choices and Rights
By contacting us using the information in “Contact Us” below, you may:
- Ask what personal information we hold about you, if any;
- Ask us to correct inaccurate information;
- Ask us to delete information we hold about you, subject to legal and public-records obligations;
- Opt out of marketing or newsletter emails, including via the unsubscribe link in any such email; and
- Raise any concern about our use of your information.
You can also use the advertising and cookie choices described above. As a public entity, we may be subject to retention or disclosure obligations that limit our ability to delete certain information.
State Privacy Laws
Several U.S. states have enacted consumer privacy laws, such as the California Consumer Privacy Act (as amended). These laws generally apply to private businesses and exclude government entities. As a Pennsylvania municipal authority, the Authority is a government entity and generally is not a “business” subject to those laws, so the statutory rights they create generally do not apply to the Authority. We nonetheless voluntarily offer the choices described in “Your Choices and Rights” and “Your Advertising Choices.”
Notice to Users in the European Economic Area and United Kingdom
The Website and the Authority’s services are directed to users in the United States. We do not intentionally target advertising to, or use Website data to monitor, individuals located in the European Economic Area, the United Kingdom, or Switzerland. If you choose to access the Website from outside the United States, you understand that your information will be processed in the United States, where data protection laws may differ from those in your location. To the extent the EU or UK General Data Protection Regulation nonetheless applies to any processing, you may have rights of access, correction, deletion, restriction, objection, and portability, and you may contact us using the information below.
Children’s Privacy
The Website is intended for a general audience and is not directed to children under 13. We do not knowingly collect personal information from children under 13 through the Website. If you believe we have inadvertently collected such information, please contact us and we will take appropriate steps to delete it.
Information Security
We implement and maintain physical, administrative, and technical safeguards designed to protect the information we collect and to limit access to those with a business need for it. However, no method of transmission or storage is completely secure, and we cannot guarantee that our safeguards will prevent every unauthorized attempt to access, use, or disclose personal information.
In the event of a breach of the security system involving personal information, we will provide notice as required by the Pennsylvania Breach of Personal Information Notification Act, 73 P.S. § 2301 et seq., and other applicable laws.
Links to Other Websites
The Website may contain links to, or hand off to, third-party websites and services we do not operate or control, including the Rezcomm platform used to complete parking reservations and payment, and a Scheidt & Bachmann–hosted page used to obtain parking receipts. This Privacy Policy does not apply to those sites, and we are not responsible for their content or privacy practices. We encourage you to review the privacy policy of any website you visit.
Changes to This Privacy Policy
We may update this Privacy Policy from time to time to reflect changes in our practices, technologies, or legal requirements. When we do, we will revise the “Last Updated” date above. We encourage you to review this Privacy Policy periodically. The most current version supersedes all prior versions.
