Disadvantaged Business Enterprises (DBEs)

DBE Goal
In fulfillment of the requirements of Title 49 Code of Federal Regulation Part 26 (49 CFR Part 26), the Allegheny County Airport Authority has developed a proposed Overall DBE Goal for FFY 2023-2025 for FAA-funded projects at Pittsburgh International Airport and Allegheny County Airport. A public meeting was held on September 16, 2022, to review the methodology used to calculate the proposed goal.
ACDBE Goal
In fulfillment of the requirements of Title 49 Code of Federal Regulations Part 23 (49 CFR Part 23), the Allegheny County Airport Authority has developed a proposed Overall Goal ACDBE or FFY 2023-2025 for FAA-funded projects at Pittsburgh International Airport and Allegheny County Airport. A public meeting was held on January 27, 2023 to review the methodology used to calculate the proposed goal.
DBE Certification Application
The Allegheny County Airport Authority hereby announces its fiscal years 2023 through 2025 goal of 14.9% for Disadvantaged Business Enterprise (DBE) airport construction contracts.
ACDBE Certification Application
The Allegheny County Airport Authority hereby announces its fiscal years 2023 through 2025 goal of 10.9% for Airport Concessions Disadvantaged Business Enterprise (ACDBE) airport concessions contracts.
Airport Concessions 101
The ACAA is presenting “Airport Concessions 101” for small businesses interested in retail, news and gift or food and beverage business.
This two-day program provides information and technical assistance on airport concessions. Interested parties will have the opportunity to meet with ACAA personnel and resource partners during the program.
Participants will learn information on topics such as:
- Airport 101
- Management Agreements
- Airport Concessions Operations
- Merchandising Mix
- Staffing Considerations
- Financial Considerations
- Airport Logistics
- Passenger Demographics
The two-day program will be held May 20-21, 2025, beginning at 8:30 AM each day.
Minimum qualifications for participation include:
- Completion of the application
- Ownership of business, for at least two years, in retail, news and gifts, food or beverage industry
- Ability to attend both days
All submissions must be received no later than April 25, 2025. Selected participants will be notified by May 2, 2025.
